Regional Training of Trainer’s Course on Capacity Building in River Basin Organizations (RBOs). Yangon – Myanmar 22 – 26 March 2010
As a member of AguaJaring (SEA), Southeast Asia Capacity Building Network for Integrated Water Resources Management (IWRM), Ministry of Agriculture and Irrigation (MOAI) - Irrigation Department (ID) of the Government of Union of Myanmar has proposed to UNDP-CapNet to conduct a 5 days Regional Training of Trainers’ Course on Capacity Building in River Basin Organizations (RBOs) Management for IWRM with senior executive officers in the key water-related institutions, organizations and agencies in SEA.
The training of trainers course was organized by the Irrigation Department (ID), Ministry of Agriculture and Irrigation (MOAI) of the Government of Union of Myanmar, with sponsorship support from UNDP-CapNet, AguaJaring (Southeast Asia Capacity Building Network for IWRM), Global Water Partnership Southeast Asia (GWP-SEA), Myanmar Water Partnership (MmWP), UN-ESCAP, UNEP-DHI CENTRE for Water and Environment and Hydro Master.
Purpose of the Training
The purpose of this training program is to improve efficiency and effectiveness in the application of IWRM for sustainable management and development of water resources, leading to water security.
Participants & Facilitator
The lead facilitator of the training course is Ms. Zalilah Selamat. She is supported by Mr. Raymond Valiant, Dr. Zaw Lwin Tun and Ms. Hla Oo Nwe in the organizing and conduct of the training course. Other facilitators are Dr. Paul Taylor, Dr. Jens Erik Lyngby, Prof Dr. Khin Ni Ni Thein, Mr. U Hla Baw, Dr. Khin Maung Lwin and Ms. Nu Nu Tin.
The training of trainers course was conducted in Yangon, Myanmar from 22-26 March 2010. A total of 40 participants attended the training course, including 10 facilitators/organizers.
Method of Facilitation Used
The method of facilitation used in the training course is adult learning tools, focusing on participants sharing their own experiences, and guided by the introduction of new conceptual approaches and tools. There will be a combination of short lectures, practical exercises, group work and discussion. All participants are required to share their thoughts and ideas on the issues, relevance and application of the topics presented in the short lectures in their respective organizations.
Results
From the compiled feedbacks received from the participants it can be concluded that the training of trainers course has been successful in achieving the following results:
(a) Greater awareness among the participants on the importance of river basin approach in implementing IWRM concepts for sustainable management of water resources.
(b) Greater awareness of the need to introduce new institutional arrangements for water resources management, including organizations to manage water resources at the basin level, that is, RBOs.
(c) Feedbacks from participants on their RBOs management and training needs.
Conclusions
(a) Outcome
The main outcome from the training course is greater awareness among participants on the importance of river basin approach in implementing IWRM concepts for sustainable management of water resources.
(b) Challenges
The main challenge is to assist the participants to relate the topics covered in the short lecture presentations to the participants’ own RBO management needs and that of their respective organizations. The this challenge was overcome by the training method, in which all participants are expected and required to share their thoughts and ideas on the topics covered in the short lecture presentations after each presentation. Also, in order to help them summarize and synthesize their learning and facilitate the compilation of feedbacks the participants are required to complete a feedback questionnaire at the end of the training course.

Training Of Trainers Course On Conflict Resolution And Negotiation Skills For Iwrm “Improve Efficiency And Ffectiveness For Water Security”, Vietnam, 29th March – 2nd April 2010
Under Strategic Goal No#3: VietnamWater Partnership organized this activity in collaboration with Department of Water Resources Management under Ministry of Natural Resources and Environment Vietnam, and with other international organizations.
Methodology and Program of the Training course
The workshop used adult learning tools, focusing on participants sharing their own experiences, and guided by the introduction of new conceptual approaches and tools. There was be a combination of short lectures, practical exercises, group work and discussion. The course was supported by training materials developed by Cap-Net (www.cap-net.org). Contents was generated by other partners and course participants. Participants presented experiences with the application of water resources management for adaptation to climate variability. Modules was supported by specific cases Each participant received materials used in the training and pack containing useful resources introduced during the course.
Participants and duration
The training course received a lot interest from many international and national experts on water resources as well as participants from South East Asian countries and Vietnam. The training was particularly targeted at the participants within the Southeast Asia region. Participants will be experienced managers and/or trainers (with experiences and/or responsibility in training and/or RBO management) It was held from 29th March to 2nd April 2010 with the attendence of 30 representatives. 8 of participants were from South East Asian countries, 5 representatives from provinces, 8 attendants from Hanoi and 9 are the international and national experts on water.
Outcomes
All the participants completed the training course and received the course certificates. The participants commented that the sessions, lectures and discussions are very useful to them because they closely related to their current jobs. They also learnt lot of how skill and technique should be used for conflict resolution as well as experiences and cases from different countries.
Organization and budget
This training of trainers’ course was organized as a programme of AguaJaring, Southeast Asia and to be hosted by the Ministry of Natural Resources and Environment (MONRE), Viet Nam, and Viet Nam Water Partnership, with the support of UNESCAP Bangkok, CapNET and GWP-SEA.
Total costs of this training course was US$ 63,214 . Of which GWP-SEA contributed EUR 3,500 equal to US$ 4,740 (8%). And all the remaining costs were contributed from CapNet, UNESCAP, UNW-DPC and Department of Water Resources Management under Ministry of Natural Resources and Environment (MONRE).
